Enerland Group has obtained the first environmental licence granted by the National Authority for Environmental Licensing (ANLA) under the Solar Environmental Licence with Optimised Design (LASolar) mechanism for the Parque Solar DSE Neiva project, located in the department of Huila.
With an installed capacity of 24.9 MW, this initiative represents a decisive step in strengthening renewable energy generation in the region, while also consolidating Colombia as a benchmark for efficient and rigorous environmental licensing processes.
The approval of this licence, issued in record time, making the project the first photovoltaic park in the country to receive this endorsement under the LASolar scheme, designed to speed up the assessment of clean energy projects without compromising environmental, technical and social standards.
A strategic project forming part of a joint implementation
The DSE Neiva Solar Plant forms part of a wider initiative that includes the development of the DSE Neiva Sur Solar Plant, with both projects located adjacent to one another and conceived as a single integrated undertaking from a technical and economic perspective.
This joint implementation makes it possible to optimise shared infrastructure, reduce costs and maximise the positive impact in the area.
For this reason, both projects have been designed to progress in a coordinated manner and within equivalent timeframes, thereby guaranteeing the technical, regulatory and financial viability of the investment as a whole.
Institutional collaboration and support for the local area
The granting of this licence represents the result of a joint effort between the different public bodies, the local communities and Enerland Group's team.
The company would like to express its gratitude to the Planning Office of the Municipality of Neiva, the Mining and Energy Planning Unit (UPME), the Government of Huila and all the institutions that, within their respective areas of responsibility, have contributed to the progress of this strategic project for the region.
Likewise, Enerland Group recognises and values the willingness for dialogue, the institutional support and the spirit of cooperation it has encountered during the development of this initiative, factors that are making it possible to turn into reality an investment aimed at strengthening the department's energy infrastructure.
The company plans to begin construction works during the first quarter of 2027, generating economic activity and local employment opportunities throughout the different phases of the project.
Likewise, Enerland Group would especially like to thank the communities in the area of influence for their closeness, participation and receptiveness towards the project. Their support has been essential in bringing to life an initiative that will contribute to the sustainable development of the region and to strengthening Colombia’s renewable generation capacity.
Finally, Enerland Group would like to extend special thanks to SER Colombia for the support they are providing during the development of the projects, especially through the management and coordination of institutional forums that are facilitating dialogue with the different entities and enabling us to make coordinated progress with the procedures required for their development.
In a context where experts anticipate possible challenges for the national energy system linked to the evolution of climate phenomena such as El Niño, projects such as Parque Solar DSE Neiva take on strategic importance by providing clean, secure and locally produced energy, helping to strengthen the resilience and diversification of the country’s energy mix.
Commitment to regional development
Enerland Group reaffirms its commitment to the sustainable development of the department of Huila and appreciates the support received from the authorities, public bodies, communities and other stakeholders in the area. The company will continue working in coordination with all of them so that this strategic investment helps drive the energy transition, job creation and economic growth in the region.
